Perennial bachelor and shady schemer Felix Miller is a wannabe millionaire. His six-year-old niece Irene is a fantastic skater. He lands her a high-paying regular job at a luxurious Florida beach hotel that sports an ice rink and then rakes in enough to keep his sister's family comfortable for a few weeks -- while siphoning off the majority of the cash for himself. Back in Brooklyn, Felix's brother-in-law Joe knows from the start that Felix is up to no good and eventually decides to show him up for the scoundrel he is.

Gifted young ice skater Irene Dare was born in Minnesota and made her feature film debut at the age of six in Breaking the Ice (1938); Frolics on Ice was primarily made to spotlight her developing career. Edgar Kennedy first appeared in comedies produced by Sennett Studios and Hal Roach. It was his signature "slow burn" routine featured in Laurel and Hardy films that made him a star and paved the way for his cinematic success. Bobby Watson was an immensely versatile actor and an established musical theater performer. He is best known for his role as Adolf Hitler in several films such as Hitler, Dead or Alive (1942) and Nazty Nuisance (1943). Erle C. Kenton directed numerous short comedies during the 1920s before helming cult horror classics such as Island of Lost Souls (1932), The Ghost of Frankenstein (1942), and House of Dracula (1945).
